The city attorney may not be removed from office during or within a period of one hundred eighty days immediately following any general or special election held in the city at which a new member of the city council is elected. The purpose of this provision is to allow any newly elected member of the city council or a reorganized city council to observe the actions and ability of the city attorney in the performance of the powers and duties of his or her office. After the expiration of the one hundred eighty-day period, the city attorney may be removed from office at the pleasure of the city council. The foregoing will not be construed to limit the city council's ability to remove the city attorney upon evidence of indictment on or conviction for fraud, deceit, or other crimes that would render the city attorney unfit to serve the city.
