Reference is made to Ordinance No. 6544 of the county of Los Angeles, known as "the Traffic Ordinance," being an ordinance regulating traffic upon public highways and repealing ordinances No. 2177, 3549, 3922 and 6383 of the county.

County Ordinance No. 6544, known as "the Traffic Ordinance," is adopted and approved as an ordinance of the city.

Notwithstanding the provisions of Section 10.04.020, the traffic ordinance of the city is amended by adding Sections 3119, 3119.1 and 3119.2 to read:
A. 
"3119. On-Street Parking for Physically Handicapped Persons. No person shall park any vehicle in any on-street vehicle parking space designated for the exclusive use of handicapped persons if said vehicle does not display one of the distinguishing license plates issued to disabled veterans and other handicapped persons pursuant to Sections 9105 and 22511.5 of the California Vehicle Code. The City Manager or his or her designee shall determine the location of each parking space to be designated for the exclusive use of handicapped persons and shall paint blue markings at each such parking space as provided in Section 21458 of the Vehicle Code, and in addition thereto, may indicate said parking spaces by signs or other suitable means."
B. 
"3319.1. Off-Street Parking in City Facilities for Physically Handicapped-Persons. No person shall, park any vehicle in any stall or space designated for the exclusive use of physically handicapped persons in an off-street parking facility owned or operated by the City of Industry, if said-vehicle does not display one of the distinguishing license plates issued to disabled veterans or other handicapped persons pursuant to Sections 9105 and 22511.5 of the Vehicle Code. The City Manager or his or her designee shall determine the location of each parking space or stall to be designated for the exclusive use of handicapped persons, and shall post immediately adjacent to each stall or space and visible therefrom, a sign consisting of a profile view of a wheelchair with an occupant in white on a blue background, as provided in Section 22507.8 of the Vehicle Code."
C. 
"3119.2. Parking for Physically Handicapped Persons in Private Off-Street Parking Facilities. No person shall park any vehicle in a stall or space in a private off-street parking facility designated for the exclusive use of handicapped persons It said vehicle does not display one of the distinguishing license plates issued to disabled veterans or other handicapped persons pursuant to Sections 9105 and 22511.5 of the Vehicle Code, following the adoption of a resolution passed by the City Council declaring the particular off-street parking facility as generally held open for use of the public for purposes of vehicular parking. No such resolution shall be enacted without a public hearing thereon following ten days' prior written notice to the owner or operator of the privately owned and maintained off-street parking facility of the City's intention to adopt such a resolution. No such resolution shall apply too any off-street parking facility therein unless the owner or operator of the facility has caused to be posted in a conspicuous place at each entrance to such off-street parking facility a notice, not less than seventeen by twenty-two inches in size with lettering not less than one inch in height to the effect that such off-parking facility is subject to public traffic regulations and control, and unless the operator or owner determines the location of each parking space or stall to be devoted to the exclusive use of handicapped persons and designates each such parking space or stall with a sign as provided in Section 22507.8 of the Vehicle Code."

A. 
Penalty. Any person violating or failing to comply with any of the provisions of Los Angeles County Ordinance No. 3544, the traffic ordinance, except Sections 3119, 3119.1 or 3119.2 thereof, is guilty of a misdemeanor and upon conviction thereof shall be punishable for the first offense by a fine of not to exceed fifty dollars, or by imprisonment in the county jail for a period not exceeding five days; for a second violation within a period of one year by a fine of not to exceed one hundred dollars, or by imprisonment in the county jail for a period not exceeding ten days, or by both such fine and imprisonment; for a third and each additional offense committed within one year by a fine of not exceeding five hundred dollars, or by imprisonment in the county jail for a period of not to exceed six months, or by both such fine and imprisonment.
B. 
Minimum Penalty. In any case where a violation is designated a misdemeanor under subsection A, and a jail sentence is not imposed, the jail sentence is less than two days, or the jail sentence is suspended in whole or in part, a fine shall be imposed in not less than the following amounts:
1. 
In any case, one dollar;
2. 
When it is necessary to issue a notice to the violator, two dollars;
3. 
If it is necessary to issue a warrant to bring the violator into court, ten dollars.
C. 
Handicapped Parking. Every person who violates any of the provisions of Sections 3119, 3119.1 or 3119.2 is guilty of an infraction and shall be punishable by a fine of not more than fifteen dollars, and each such person is guilty of a separate offense for each and every day or portion thereof during which such violations are committed.
D. 
Reckless Driving Penalty. Whenever reckless driving of a vehicle prohibited by Section 1601 of Los Angeles County Ordinance No. 6544 proximately causes bodily injury to any person, the person so driving such vehicle shall, upon conviction thereof, be punished by imprisonment in the county jail for not less than thirty days nor more than six months or by a fine of not less than one hundred dollars nor more than five hundred dollars, or both.
