The city council finds and declares that there are privately owned and maintained off-street parking facilities within the city which. are generally held open for use of the, public for purposes of vehicular parking, to wit: The Puente Hills Mall regional shopping center parking facilities.

Effective upon the enactment of the ordinance codified in this chapter, Sections 22350, 23103 and 23109 of the Vehicle Code shall apply to such privately owned and maintained off-street parking facility, provided the owner thereof causes to be posted at each entrance to such off-street parking facility a notice in conformity with Section 21107.8 (b) of the Vehicle Code.
