A.
Every person who receives payment or anything of value for circulating for signing, or obtaining signatures to, a local initiative, referendum or recall petition, as defined in and being circulated under the California Elections Code shall first obtain a permit as a paid political circulator.
B.
Every person who circulates for signing, or obtaining signatures to, a local initiative, referendum or recall petition, as defined in and being circulated under the California Elections Code, without receiving payment or anything of value shall first obtain a permit as a volunteer political circulator.
C.
Every person circulating for signing, or obtaining signatures to, a local initiative, referendum or recall petition, as defined in and being circulated under the California Elections Code, shall display on his or her person, clearly and in plain and unobstructed view of any person being asked to provide a signature, the permit issued under this chapter.
