A. 
Every person who receives payment or anything of value for circulating for signing, or obtaining signatures to, a local initiative, referendum or recall petition, as defined in and being circulated under the California Elections Code shall first obtain a permit as a paid political circulator.
B. 
Every person who circulates for signing, or obtaining signatures to, a local initiative, referendum or recall petition, as defined in and being circulated under the California Elections Code, without receiving payment or anything of value shall first obtain a permit as a volunteer political circulator.
C. 
Every person circulating for signing, or obtaining signatures to, a local initiative, referendum or recall petition, as defined in and being circulated under the California Elections Code, shall display on his or her person, clearly and in plain and unobstructed view of any person being asked to provide a signature, the permit issued under this chapter.

A. 
Paid political circulator permits and volunteer political circulator permits shall be issued by the city clerk upon review and approval of any application containing sufficient information to properly and clearly identify the applicant, which shall consist of his or her current residence address, and a valid photographic identification that includes the current residence address. An applicant shall not be prohibited from submitting supplemental information substantiating a current address and may submit other documentation to substantiate his or her identification if he or she is not able to provide the required information or documentation.
B. 
Within five working days of receipt of the application, the city clerk shall verify that the applicant is qualified to circulate local initiatives, referenda and recall petitions under the California Elections Code. If such qualifications are verified, the city clerk shall immediately approve for issuance of a permit each application submitted, or shall notify the applicant by mail of the reason the application is not approved.
C. 
Every application for a permit pursuant to this section shall contain a statement that the applicant is a registered voter in the State of California, and be signed by the applicant under penalty of perjury. Each application shall be accompanied by a photograph of a size and quality equivalent to a photograph required for use on a passport.
D. 
Applications for permits under this section shall be provided by the city clerk and shall be available at the office of the city clerk. The applications shall be in a form approved by the city clerk and in compliance with the goals, objectives and requirements of this chapter.

Applications shall be submitted in person by the applicant in order for the applicant's photographic identification to be verified and to compare the submitted photograph of the applicant.

A paid political circulator permit issued by the city clerk shall be of a size no smaller than three inches by five inches and shall have identical information affixed to both front and back. The permit shall contain the name of the applicant, a photograph of a quality equivalent to a photograph required for use on a passport, the year or years for which the permit is valid, and the words paid political circulator prominently displayed. Information provided on the permit issued by the city clerk shall be printed in English and at least one other language.

A volunteer political circulator permit issued by the city clerk shall be of a size no smaller than three inches by five inches and shall have identical information affixed to both front and back. C. 
When issued, a permit shall be valid from the time of issuance through the end of the current year unless issued in an odd-numbered year, then through the end of the next even-numbered year.
D. 
No fees shall be charged for the submission or review of an application, nor for the issuance of the permit.
