The words and phrases set forth below shall be defined, for the purpose of this chapter, as follows:
"Escort"
means any person who is employed or engaged by the owner of an escort bureau, whether or not for compensation, who, for a fee, tip or other compensation, accompanies one or more other persons to or about social affairs or places of entertainment or amusement.
"Escort bureau"
means a use which, for a fee, tip or other compensation, furnishes or offers to furnish to any person, the services of an escort.
"Owner"
means the person who owns and/or operates an escort bureau.
The definitions set forth in the city's zoning code shall apply to the provisions of this chapter.

The owner of an escort bureau shall comply with the provisions of this code, including, without limitation, this division and the city's zoning code.

The owner of an escort bureau shall comply with the following regulations:
A. 
Recordkeeping Requirements. Every owner of an escort bureau shall keep the following records:
1. 
A current file on each person employed as an escort, on a full-time or part-time basis, by the escort bureau, which file shall include the names, aliases, if any, age, birth date, height, weight, color of hair and eyes, home address, phone numbers and social security numbers and dates of employment of each escort employed by such owner; and
2. 
A record of every escort transaction ("records") showing:
a. 
The name of each escort employed, furnished or arranged for; and
b. 
The name, address and telephone number of the patron or customer; and
c. 
Such other information as the chief of police shall reasonably require.
3. 
All such records shall be kept for a period of two years, by the owner, available for inspection by any city police officer or code enforcement officer, upon reasonable demand.
B. 
Age Restrictions.
1. 
No person under the age of 18 years of age shall be employed, for any purpose, in an escort bureau.
2. 
The owner of an escort bureau shall not furnish an escort to, or accept employment from any patron, customer or person to be escorted who is under 18 years of age, except with written consent of the parent or guardian of such minor.
C. 
Sign Requirements. The owner of every escort bureau shall post in a place clearly visible to a person entering the escort bureau, a sign with lettering not less than one-quarter of an inch in size containing the following information:
1. 
A description of each escort service available; and
2. 
The price charged for each such service; and
3. 
The following language:
Any person who disrobes and shows his or her genital areas, and any female who disrobes and exposes her breasts, while participating in any of the services which this establishment offers for hire is guilty of a misdemeanor.
