The office of chief of police is created.

A.
The
chief of police shall supervise the law enforcement, emergency response,
criminal investigation and training activities of the police department.
B.
The
chief of police shall report to the city council on an annual basis
the activities of the police department and information regarding
requests for emergency assistance.

The chief of police shall reside in a location which will permit
the chief to respond to all emergencies in the city within ten minutes;
provided, that the chief shall observe all traffic laws when responding.
