The streets of the city shall be numbered by block under the plan or schedule set forth in Sections 12.12.020 through 12.12.070.

Front and "A" Streets shall be designated as the point of beginning.

On all streets running in an easterly or westerly direction,
those east of "A" Street shall be designated as "East" and those west
of "A" Street shall be designated as "West".

On all streets running in a northerly and southerly direction,
those north of Front Street shall be designated as "North" and those
south of Front Street shall be designated as "South".

Each block shall start on the even hundred and there shall be
four numbers for every twenty feet.

A.
East
of "A" Street and north of Front Street, the westerly and northerly
sides of all streets shall carry the even numbers and the southerly
and easterly sides of all streets shall carry the odd number.
B.
West
of "A" Street and south of Front Street, the westerly and southerly
sides of all streets shall carry the even numbers and the northerly
and easterly sides of all streets shall carry the odd numbers.

Annexed areas shall carry the county numbering system where
addresses have been assigned. In undeveloped areas, the city numbering
system shall govern.
