It is declared to be the policy of the city that all utility
services shall be underground from the curbline to a meter box on
any lots or parcels hereafter improved with construction or erection
of any building.

Any owner, lessee, agent, or other person constructing or arranging
for the erection or construction of any building or other structure
in the city utilizing electricity shall provide for the undergrounding
of all utilities between the curb and the service meter. The building
inspector shall deny final approval and acceptance and shall refuse
to allow final public utility connection to any such building or structure
unless such utilities are undergrounded or unless money or a bond
to guarantee their construction is deposited with the city in the
sum equal to the estimated cost of the construction of such improvements
as determined by the public works department of the city.

The undergrounding of utilities as described in Sections
12.28.010 and
12.28.020 shall not apply to any building or dwelling a permit for construction of which was issued prior to November 15, 1973.
