No person shall ride a bicycle, skateboard, scooter, rollerskates or other wheeled device upon public places within the commercial areas zoned C-1 Limited Commercial, C-2 General Commercial, HS Highway Service, C Commercial Manufacturing, CW Waterfront Commercial, Manufacturing, or Open space Zones, where the activities are posted by the city as a prohibited use.

"Bicycle"
means any device propelled in whole or in part by human power upon which a person may ride, having two or more tandem wheels.
"Rollerskate"
means a shoe-like device including, but not limited to, rollerskates, in-line skates, and heelies.
"Scooter"
means any non-motorized wheeled device similar to a skateboard but having a vertical extension from its base for handlebars or grips.
"Skateboard"
means a board with four wheels that is ridden in the standing position and propelled by foot.
"Wheeled device"
includes all other wheeled objects, except medically necessary wheeled chairs, not defined by this section and not classified as vehicles in the Vehicle Code.

It is unlawful for any person to violate any provision or to fail to comply with any of the requirements of this chapter. Any person violating any provisions of this chapter or failing to comply with any of its requirements shall be deemed guilty of an infraction.
