Except as otherwise provided in these regulations, the planning
director and director of public works, or their designated representative
shall administer and enforce these regulations, including the receiving
of applications, the inspection of premises, and the issuance of building
permits. A building permit or certificate of occupancy shall only
be issued for those projects complying with the provisions of these
regulations.

Fees for the application of:
B. Planned
unit development,
H. Site
plan and architectural review,
J. Appeals
to the city council, and
K. Other
planning or development functions shall be established by the city
council from time to time by resolution. Such resolution shall stipulate
all fees applicable to these regulations at the time stipulated in
the adopting regulation.

When a violation of these regulations occurs or is alleged to
have occurred, any person may file a written or oral complaint with
the director of public works or planning director, stating fully the
causes and basis of the complaint. The director shall record promptly
such complaint and immediately investigate and take action thereon
as provided by these regulations.
