Unless specifically defined in a different chapter in Title 6, as used in this title, the following words, phrases or terms shall have the meanings set forth in this chapter.
"Ambient noise"
means the all-encompassing noise associated with a given environment, being usually a composite of sounds from any sources near and far. For the purpose of this title, ambient noise level is the level obtained when the noise level is averaged over a period of fifteen minutes without inclusion of noise from isolated identifiable sources, at the location and time of day near that at which a comparison is to be made.
"Commercial purpose"
means the use, operation, or maintenance of sound amplification equipment for the purpose of advertising any business, or any goods, or any services, or for the purpose of attracting the attention of the public to, or advertising for, or soliciting patronage of customers to or for any performance, show, entertainment, exhibition, or event, or for the purpose of demonstrating such sound equipment.
"Decibel"
means a logarithmic unit of level when the base of the logarithm is ten and the quantities concerned are proportional to the square of the sound pressure.
"Emergency work"
means work made necessary to restore property to a safe condition following a public calamity or work required to protect persons or property from an imminent exposure to danger or work by private or public utilities when restoring utility service.
"Firearm"
means any device, designed to be used as a weapon, from which is expelled a projectile by the force of any explosion, or other form of combustion. "Firearm" shall include, but not be limited to, any cannon, gun, pistol, revolver, automatic pistol, rifle, shotgun, "BB" gun, air gun, pellet gun, or any other weapon of similar nature designed to discharge a projectile.
"Frequency"
means the reciprocal of the primitive period. The unit is the Hertz and shall be specified.
"Hertz"
means the number of times a periodic function repeats itself in one second (cycles per second).
"Microbar"
means a unit of pressure commonly used in acoustics and is equal to one dyne per square centimeter.
"Minor"
means any natural person under the age of eighteen years except as relates to tobacco and tobacco products, smoking, and marijuana or cannabis activities, as those terms are defined in 6.56.010 (Smoking regulations), and/or as used in this Municipal Code, in which case a minor is a person under the age of twenty-one.
"Noncommercial purpose"
means the use, operation, or maintenance of any sound-amplifying equipment other than for a commercial purpose, as defined in this section. "Noncommercial purpose" means and includes, but is not limited to, philanthropic, political, patriotic, and charitable purposes.
"Period"
means the smallest increment of time for which the function repeats itself.
"Periodic quantity"
means oscillating quantity, the values of which recur for equal increments of time.
"Property plane"
means a vertical plane including the property line which determines the property boundaries in space.
"Single-user restroom"
means a toilet facility with no more than one water closet and one urinal with a locking mechanism controlled by the user.
"Sound-amplification equipment"
means any machine or device for the amplification of the human voice, music, or any other sound. "Sound-amplification equipment" shall not include standard automobile radios or prerecorded tape-playing equipment when used and heard only by the occupants of the vehicle in which the automobile radio or equipment is installed, nor shall such terms include warning devices or authorized emergency vehicles or horns or other warning devices on any vehicle used only for traffic safety purposes.
"Sound level"
means a measure of relative sound pressure above a reference pressure level of 0.0002 microbars expressed in decibels as measured with a sound-level meter set on slow response and curve scale.
"Sound-level meter"
means an instrument, including a microphone, an amplifier, and output meter, and frequency-weighting networks for the measurement of sound levels which satisfies the pertinent requirements in American Standard Specifications for sound-level meters S1.4-1971 or the most recent revision thereof.
"Sound truck"
means any motor vehicle, or any other vehicle regardless of motive power, whether in motion or stationary, having mounted thereon, or attached thereto, any sound-amplification equipment.
