Except as hereinafter provided, the County of Los Angeles 2000 Fire Code ("Los Angeles County Fire Code"), as adopted by the County of Los Angeles as of the date of commencement of County fire services in the City of Inglewood, and the appendices and subsequent amendments thereto, is adopted by reference and incorporated herein as though set forth in full and shall constitute the Fire Code of the City of Inglewood. A copy of the Los Angeles County Fire Code has been filed with the Office of the City Clerk and shall be at all times maintained by the City Clerk for use and examination by the public. In the event of any conflict between the Los Angeles County Fire Code and the amendments thereto, adopted by the City and set forth below, the City amendments shall take precedence unless impracticality of enforcement can be demonstrated. In the event of any conflict between a provision of the Los Angeles County Fire Code and a provision of the California Fire Code that is applicable to cities, as contained in Part 9 of Title 24 of the Code of California Regulations, the provision of the California Fire Code will prevail.

Section 103.1.4.1 is hereby added to Part I, Article 1 of the Uniform Fire Code which shall read as follows:
"The Construction Appeals Board, established pursuant to Section 2-72 et seq., of the Inglewood Municipal Code shall have all the duties and powers ascribed to the 'Board of Appeals' in Section 103.1.4 of said Uniform Fire Code."

Section 105.8.1 is hereby added to Part I, Article 1 of said Uniform Fire Code, which shall read as follows:

All applications for permits required pursuant to the provisions of this Code shall be accompanied by the sum set forth for the particular activity as hereinafter designated:

Fees for fire permits, fire clearances and plan checks, when required by public schools, parochial schools or private schools when operated by a non-profit corporation or organization, shall be waived; however, such schools shall be required to make application and obtain such permits, fire clearances, or plan checks.

Sections 1003.5 and 1004.6 area hereby added to Part III, Article 10 of the Uniform Fire Code which shall read as follows:
"Section 1003.5 FIELD INSPECTION OF SPRINKLER SYSTEM SERVICES.
(a)
It shall be unlawful to service a sprinkler system according to State Fire Marshal requirements without first obtaining a field inspection permit and paying fees as required by the Fire Code.
(b)
The State Fire Marshal licensed concerns shall contact the Fire Department Headquarters at least 24 hours prior to the five year system service.
(c)
A report of the results of any service shall be provided to the Fire Department within 15 days after the test date."
"Section 1004.6 FIELD INSPECTION OF STANDPIPE SYSTEM SERVICES.
(a)
It shall be unlawful to service a standpipe system according to State Fire Marshal requirements without first obtaining a field inspection permit and paying the fees as required by the Fire Code.
(b)
The State Fire Marshal licensed concerns shall contact the Fire Department Headquarters at least 24 hours prior to the five year system service.
(c)
A report of the results of any service shall be provided to the Fire Department within 15 days after the test date."

Section 1103.3.7 is hereby added to Part III, Article 11 of the Uniform Fire Code which shall read as follows:
"Section 1103.3.7 ALLEYS TO BE KEPT CLEAR. It shall be unlawful for any person owning or occupying or having the possession or control of any property bordering on any public alley in the City to fail, refuse, or neglect to keep the portion of such alley between the center line thereof and the property lines of such property free from garbage, rubbish and combustible materials or compounds and flammable liquids and other obstructions."

Section 1203.1 is hereby added to Part III, Article 12 of the Uniform Fire Code which shall read as follows:
"1203.1 Outside Exit Obstruction.
No person shall park or place any object, obstruction or vehicle in any established exit way, driveway, gateway or alley way that would hamper the ingress of fire equipment in case of fire in or about any church, assembly hall, lodge hall, school, hotels, apartments, theater, motion picture theater, stadium, structure, tent or other public building used for the purpose of worship, instruction, entertainment or public assemblage. When, in the opinion of the Fire Chief, any driveway, gateway or alley way is so obstructed by objects, materials, or vehicles as to delay or impede the ingress or egress of fire equipment, then such objects or materials or vehicles shall be immediately removed upon order of the Fire Chief and when such obstruction is a vehicle, it shall be immediately removed by the owner or it may be impounded or removed as provided by law."

Section 2403.6 is hereby added to Part IV, Article 24 of the Uniform Fire Code which shall read as follows:
"Section 2403.6. No helicopter may land at other than an airport, heliport, or landing field without a permit."

Section 2501.7.1 is hereby added to Part IV, Article 25 of the Uniform Fire Code which shall read as follows:
"Section 2501.7.1 NO SMOKING IN THEATERS.
It shall be unlawful for any person to light, ignite or otherwise set fire to or to smoke any tobacco, cigarette, pipe or cigar in any motion picture theater."

Section 2707.3 is hereby added to Part IV, Article 27 of the Uniform Fire Code which paragraph shall read as follows:
"(c) See NFPA #40 `Cellulose Nitrate Motion Picture Film,' see heating equipment."

Sections 3408.1 and 3408.2 are hereby added to Part IV, Article 34 of said Uniform Fire Code which sections shall read as follows:
"Section 3408.1 TIRE STORAGE. INSIDE.
Tires stored inside of buildings shall not block doors, windows, or exitways. Piles and racks of tires which are placed directly against and parallel to walls, shall not extend out from such walls more than five feet. Piles or racks of tires placed in rows perpendicular to the walls shall not exceed ten feet in width or 50 feet in length, Every row of tires shall be accessible on at least two sides by an aisle way at least three feet wide. Tires which are stored in such a pattern as to form dead end aisle ways against the walls of the building shall terminate at an aisle way at least six feet wide at the inside end of such pile. Every rack or pile of tires shall be kept at least 18 inches below sprinkler heads in a sprinklered building. Piles of tires shall be kept at least three feet below the ceiling or roof and every cord, beam or girder in an unsprinklered building. Piles and racks of tires shall be maintained in such a manner as to insure stability and not become a hazard by falling during a fire or other emergency. Under no circumstances shall a pile or rack of tires exceed 12 feet in height unless approved by the Fire Chief."
"Section 3408.2 TIRE STORAGE. OUTSIDE.
Piles of tires or carcasses shall not exceed 7200 cubic feet in volume and shall be separated from every other pile by an aisle way at least ten feet wide. Under no circumstances shall a pile of tires exceed 10 feet in height unless approved by the Fire Chief. Tires in racks shall comply with the length, width, and aisle way requirements for inside storage."

Section 8105 is hereby added to Part VII, Article 81 of the Uniform Fire Code which shall read as follows:
"Section 8105 STORAGE OF SOLID FUELS.
It shall be unlawful to keep or store solid fuel (coke, coal or wood, etc.) in piles in excess of twelve feet wide, twenty-four feet long and sixteen feet high. Such stack shall not be closer than twelve feet to an adjoining stack or building other than a building constructed to shelter such pile. When the storage of such fuel does not constitute a fire or life hazard or will not aid in the spread of fire, then the size of such pile or stack may be increased when approved by the Fire Chief. The storage of the fire wood or other materials in residential areas shall be subject to the approval of the Fire Chief."

Section 105.3, Part I, Article 1 of the Uniform Fire Code is hereby amended to read as follows:
"Section 105.3 APPLICATION FOR PERMIT.
All applications for a permit required by this Code shall be made to the Chief or his or her authorized representatives in such form and detail as it shall prescribe. Applications for permits shall be accompanied by such plans and fees as required by this Code."

Section 1103.3.2 of Part III, Article 11 of the Uniform Fire Code is hereby amended to read as follows:
"Section 1103.3.2 STORAGE IN BUILDINGS.
It shall be unlawful for any person making, using, storing, or having in charge, or under his control any shavings, excelsior, rubbish, sacks, bags, litter, hay, straw, or combustible waste materials to fail or neglect at the close of each day to cause all such material which is not compactly baled and stacked in an orderly manner to be removed from the building or stored in suitable vaults or in metal or metal lined, covered receptacles or bins. The storage area shall be protected by an automatic sprinkler system on the basis of one sprinkler per fifty square feet or portion thereof. The Chief shall require suitable baling presses to be installed in stores, apartment buildings, factories and similar places where accumulations of paper and waste materials are not removed at least every second day."

The sale of fireworks, including "safe and sane" fireworks, as defined in Health and Safety Code Sections 12500 through 12534, is prohibited.

(a) 
Unless otherwise exempt pursuant to subsection (b), the use or discharge of fireworks, including "safe and sane" fireworks, as defined in Health and Safety Code Sections 12500 through 12534, is prohibited.
(b) 
A person shall not be prosecuted under this section if any of the following exceptions apply:
(1) 
The person uses or discharges "exempt fireworks," as defined in Health and Safety Code Sections 12500 through 12534, pursuant to a permit issued by the Fire Chief.
(2) 
The person uses or discharges fireworks at a City-sponsored event pursuant to a permit issued by the Fire Chief.
(3) 
The person uses or discharges fireworks at an arena, stadium, or any other City-approved area located within the Hollywood Park Specific Plan Zone, Commercial-Recreation Zone, or Sports and Entertainment Zone pursuant to a permit issued by the Fire Chief.
(c) 
The Fire Chief shall have power to adopt reasonable rules and regulations for the granting of permits to use or display fireworks, including verifying whether the person holds a valid license from the State Fire Marshal.

At the discretion of the City Attorney, any violation of this Article may be prosecuted as a misdemeanor or infraction, punishable in accordance with IMC Section 1-18.

In addition to any other legal remedy, any violation of the Fire Code of the City of Inglewood may be subject to an administrative fine or penalty pursuant to Inglewood Municipal Code Chapter 11, Article 11.4 Administrative Citations.
Pursuant to Health and Safety Code Section 12557, the imposition of an administrative fine for the unlawful possession of Dangerous Fireworks, under Inglewood Municipal Code Section 6-3.3, shall be limited to persons who possess twenty-five pounds or less of Dangerous Fireworks. Administrative fines collected for this violation shall not be subject to Section 12706 of the California Health and Safety Code; instead, the City shall comply with regulations developed by the Office of the State Fire Marshal to recover the State Fire Marshal's actual cost for the transportation and disposal of Dangerous Fireworks.
