The title of this code is Stanislaus County Code.

The provisions of this code, insofar as they are substantially the same as existing provisions relating to the same subject matter, shall be construed as restatements and continuations thereof and not as new enactments.

Words used in the present tense include the future. Words in the singular number include the plural, and words in the plural number include the singular.

The following words and terms used in this code are defined as follows:
A. 
Whenever used in this code "shall" is mandatory and "may" is permissive.
B. 
"Board of supervisors" means the board of supervisors of Stanislaus County.
C. 
"County" means Stanislaus County.
D. 
"Person" includes any individual, firm, partnership, corporation or unincorporated association, whether acting individually or as an agent, employee or representative of another.

Title, chapter, article and section headings do not in any manner affect the scope, meaning or intent of the provisions of this code.

If any provision of this code is for any reason held to be invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this code, it being hereby expressly declared that this code and each provision thereof would have been adopted irrespective of the fact that any one or more other provisions be declared invalid or unconstitutional.
