A. 
The planning commission shall have five members. Each commissioner shall be a registered voter and resident of the city at the time of application for appointment and continuously thereafter. Failure to reside within the city shall result in automatic forfeiture of the appointment.
B. 
The members shall be appointed by the mayor, with the approval of the city council.
C. 
The planning commission shall select a chair and vice-chair from among its members. The term of these offices shall be one year.

A. 
Members of the commission shall serve for a period of four years. If a vacancy shall occur otherwise than the expiration of term, it shall be filled by appointment by the mayor, with the approval of the city council, for the unexpired portion of the term. No person appointed as a commissioner shall be eligible to serve for more than three consecutive terms or majority portion thereof.
B. 
A member of the commission may be removed from office by the mayor, with the approval of the city council. A member who fails, without authorization or permission of the commission, to attend three successive regular meetings of the commission is subject to removal, and the mayor and the city council shall be so notified by the secretary of the commission.

The planning commission shall schedule at least one regular meeting a month at such time and place as it may fix by resolution. Until such time as the commission sets the time of its regular meeting, the meetings shall be held pursuant to resolution of the city council. Special meetings may be called at any time by the chair or by any three members by written notices served upon the members 24 hours before the proposed time of such meetings. The members may receive compensation for meetings attended in an amount as fixed from time to time by resolution of the city council.

A. 
The planning commission shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, findings and determinations, which shall be a public record.
B. 
A majority of the total number of members appointed to the commission shall constitute a quorum at any regular or special meeting of the commission.

The planning director or designee shall act as secretary to the commission. Subject to the appropriations of the city council and appointment by the city manager, the planning director shall provide such officers and employees as the commission may deem necessary for the formulation and implementation of city planning objectives. The commission may request appointment of such other experts or specialized committees as it may require to serve without cost to the city.

The functions of the planning commission are as follows:
A. 
Prepare, review and recommend to the city council the adoption, amendment or repeal of a longrange general plan for the physical development of the city and any land outside its boundaries which, in the judgment of the commission or council, bears relation to the planning thereof;
B. 
Review of the capital improvement program to determine if it is in compliance with the general plan of the city;
C. 
Review all applications as required by the zoning and subdivision codes, including, but not limited to, zone changes, use permits and variances to determine if such requests are consistent with the general plan of the city and in compliance with all local codes and ordinances;
D. 
Prepare, review and recommend to the city council the adoption, amendment or repeal of specific plans consistent with the adopted general plan;
E. 
Such other functions as the city council may, from time to time, direct or provide by ordinance of the city.
F. 
In addition to the matters herein specifically referred to, the commission shall have all those powers, duties and rights provided for now or in the future by lawful legislative enactments of the state.
