The city council of the city, pursuant to Section 22358 of the Vehicle Code, establishes upon the basis of engineering and traffic surveys the prima facie speed limits on portions of certain streets within the city, as designated in Section 10.08.030.

The director of public works shall erect signs giving notice of the prima facie speed limits, as set forth in Section 10.08.030, upon the city streets.
