Except as otherwise provided herein, the provisions of Article 3, Chapter 2, Part 3, Division 2 of the Public Contracts Code shall be controlling.
A. 
The City, through the responsible department head, shall maintain a list of qualified contractors identified according to categories of work. The minimum criteria for development and maintenance of the contractor's list shall be in accordance with Public Contracts Code Section 22034 and as determined by the California Uniform Construction Cost Accounting Commission.
B. 
All contractors on the list for the category of work being bid and all construction trade journals specified in Section 22036 of the Public Contracts Code shall be mailed a notice inviting informal bids, except with respect to proprietary services or products. For purposes of this section, informal bids shall be public projects as specified in Section 22032(b), as such amount may be adjusted pursuant to Section 22020, of the Public Contracts Code or their statutory successors.
C. 
The mailing of notices to contractors and construction trade journals shall be completed not less than 10 calendar days before bids are due.
D. 
The notice inviting informal bids shall describe the project in general terms, how to obtain more detailed information about the project, and state the time and place for the submission of bids.
E. 
Authority to award informal contracts is hereby delegated to the department head responsible for the public project, including but not limited to the Director of Public Works, the Finance Director or the City Manager.
F. 
If all bids received are in excess of informal bid limits, the City Council may, by passage of a resolution by a four-fifths vote, award the contract at the amount set forth in Section 22034(f) of the Public Contracts Code or less to the lowest responsible bidder, if it determines the cost estimate of the City's responsible department head was reasonable.
