It is hereby declared unlawful for any person who is the owner, lessee or occupant, either in whole or part, of any lot of land in the City of Mill Valley to erect or maintain or cause to be erected or maintained, or to permit to be erected or maintained upon any such lot of land, any fence which may be constructed either in whole or in part of barbed wire or which may be electrified in any manner, except that when the strict application of this provision will create a hardship proven by an applicant, and will not constitute a hazard to children or animals, then a special barbed wire or electrified fence permit may be issued by the Director of Planning and Building.
