It is hereby declared to be unlawful for any person or persons riding, driving or propelling any vehicle, bicycle, tricycle, or wagon upon any of the public streets, highways or places of the City of Mill Valley to suffer, permit or allow such bicycle, tricycle, wagon or other vehicle to travel or be propelled on any of said streets, highways or places by its own momentum.
