It shall be unlawful for any person, firm or corporation, or any agent or employee of any person, firm or corporation, to distribute or place, or cause to be distributed or placed, to or among pedestrians, or in or upon or along any public street, sidewalk, square, park or other public place, or in or upon any automobile or other vehicle parking or standing upon or along any public street or place in the City, or to distribute, or place, or cause to be distributed or placed, or to throw into or scatter into any street or public place, or into or upon any private property in the City, without the written consent of the owner thereof or his/her agent or the occupant of said private property, any handbill, pamphlet, circular, dodger, newspaper to other than a regular subscriber, or any other advertising sheet, matter or device, devised or intended for advertising or making known in a general or promiscuous manner any business, occupation, profession, medical treatment, medicine, or the dealing or selling of any merchandise or thing whatsoever.
