It shall be unlawful for any person, firm or corporation owning, conducting or managing any public billiard or poolroom or parlor in the City of Mill Valley to permit any minor under the age of 18 years to visit or frequent such billiard or poolroom or parlor or to engage in any game of billiards or pool or any similar games or game therein.
