It shall be unlawful for any person not the owner or tenant thereof, to enter upon the land of another, within the City of Mill Valley, without the consent of the owner or tenant of such land, for the purpose of holding or conducting a picnic thereon, or for the purpose of lunching thereon.

It shall be unlawful for any person not the owner or tenant thereof to throw, place or deposit upon the land of another, within the City, without the consent of the owner or tenant of such land, any garbage, debris, papers or other refuse or waste matter.
