All property fronting on a public street or highway in the City shall be assigned a number for each 25 feet of frontage thereon or major portion of any such 25 feet fronting thereon; and, where a right-of-way fronting on any such public street or highway is the entrance to property not fronting on a public street or highway, then a number shall be assigned to such right-of-way notwithstanding the fact that the entrance may be less than 12 1/2 feet; and where two or more houses are located on a lot back from any such public street or highway and these houses have a common entrance fronting upon any public street or highway each such house shall take a number to be shown at such entrance and the number shall be qualified by the letters "A," "B," "C," and further letters of the alphabet in succession, respectively, as required, that is to say, if such entrance is number 25 and there are three houses served by such entrance, these houses shall be numbered 25A, 25B, and 25C, and any such entrance serving several houses must be plainly numbered to indicate that it does serve such houses so numbered.

The numbering shall commence at points on the respective public streets or highways, as designated by resolution hereafter duly passed and adopted by the City Council, with odd numbers assigned to the left side of the street and even numbers assigned to the right side. Unless otherwise authorized and directed by such resolution of the City Council, the numbers 1 and 2, respectively, will be used at the point of commencement of the respective sides of the street and a consecutive odd or even number, respectively, will be assigned to each 25 feet or major portion thereof, as above set forth in Section 11.04.010.

Any person, company or corporation owning property within the City on which a dwelling house or other structure used either for a dwelling or for conducting any business of any kind whatsoever is situated shall obtain an official number for such dwelling house or other structure from the City Clerk of the City and must do so upon 10 days' notice from the City Clerk requiring such number to be obtained.

The City Clerk is authorized to issue official numbers for all dwelling houses or other structures situated in the City, as hereinabove directed to be numbered, in such manner and upon such terms and conditions as the City Council shall, by resolution hereafter duly passed and adopted by it, direct.

In carrying out the plan for numbering the public streets and highways of the City, as above set forth, the City Council of the City is authorized and empowered by resolution duly passed and adopted by it to change the name of any public street or highway, or portion thereof, within the City, as the City Council may deem necessary or proper.
