It shall be unlawful for any person, firm or corporation to remove any manhole cover connected with the sewerage system of the City of Mill Valley without the permission of the City Manager or some officer designated by him or her to supervise such removal and replacement.

The City Council of the City may, by resolution, provide for the depositing of sludge material taken from septic tanks located within or without the City, into said sewerage system, which said material shall be deposited under the direction and control of the City Manager or his/her designated officer at the manhole located nearest to the sewerage pumping plant. Such resolution shall provide for a scale of fees to be charged for the privilege of dumping said sludge material and it shall further provide that said privilege may be modified or revoked at any time and without notice by resolution of the City Council.
