No person shall ride any equine during the nighttime on unlighted streets within the City without complying with each of the following:
A.
Such person shall use tack composed of materials readily identifiable in the dark; tack composed of reflecting materials or with reflectors placed on it shall be deemed in compliance with this requirement.
B.
Such person shall wear light colored clothing, readily identifiable in the dark.
