Regular meetings of the Malibu City Council shall be held on the second and fourth Mondays of each month, or, if any such day is on a holiday, then the meeting scheduled on such day shall be held in the council chambers on the next succeeding day which is not a holiday. The regular meeting times of the Malibu City Council shall be set by resolution of the city council.

A. 
Special Election. Within 30 days of the commencement of a vacancy on the city council, the city council shall call a special election for the purpose of filling the vacancy. The special election shall be on the next regularly established election date not less than 114 days from the call of the special election. A person elected at a special election shall hold office for the remainder of the term of the former elected incumbent.
B. 
Interim Appointment. In the event of a vacancy on the city council, the city council shall have the authority, but not the obligation, to appoint a person to the vacant office, which person shall hold office until the special election required in subsection (A) of this section has been held and the person elected at that election has been qualified to take office. The city council may exercise its authority to make the appointment at any time between the date the vacancy is created and the date of the special election.

A. 
Each member of the city council shall receive a stipend, the amount of which shall be determined by resolution of the city council in accordance with California Government Code Section 36516. Such stipend shall be payable at the same time and in the same manner as salaries are paid to other officer and employees of the city.
B. 
Each member of the city council is authorized to receive the same medical, dental, vision, disability and life insurance benefits received by other officers and employees of the city, with the premiums for that insurance paid by the city. In accordance with Government Code Section 36516(d), any amounts paid by the city for these health and welfare benefits are not to be included for purposes of determining salary as the same benefits are available to and paid by the city for its employees.
