The city council shall appoint a city treasurer who shall be responsible for the safe deposit of all moneys in the custody of the city and shall perform all the duties prescribed by law and as may be assigned by the city council. If the position of city treasurer is vacant for any reason, the city manager shall perform the duties of the city treasurer.

The city council shall appoint a city attorney who shall render legal advice to the city council, all city officers and departments, and city boards and commissions; serve as city prosecutor; and represent the city before all courts and administrative agencies.

It shall be the duty of all subordinate officers, and of the city treasurer, and the city attorney, to cooperate with, and assist the city manager in administering the affairs of the city most efficiently, economically and harmoniously so far as may be consistent with their duties as prescribed by law and the ordinances of the city.
