The city is contemporaneously adopting a comprehensive fee resolution
that establishes fees for all services provided by the city. The major
portion of such fees adopt or increase fees or charges upon development
projects, and pursuant to California Government Code Section 66017,
shall be effective no sooner than 60 days following adoption of such
comprehensive fee resolution. The remainder of the fees will become
effective immediately, thus creating a conflict in the laws of the
city and causing confusion to the residents and business community
as to which fees are effective. This section will eliminate any such
conflict or confusion and is therefore necessary to protect the public
peace, safety and welfare.
