Drought conditions in California create the need for maximum beneficial use of available water resources. Waste or unreasonable use must be prevented and conservation of such water shall be exercised in the best interests of the city. The water conservation standards detailed in this chapter are intended to eliminate non-storm related runoff.

A. 
No person shall allow or cause spray irrigating with potable water between the hours of 8:00 a.m. and 8:00 p.m. on any day, except when using a drip irrigation system, or performing irrigation system maintenance or leak repair. The foregoing restriction does not apply to parks, school grounds, recreational fields, agricultural users, commercial nurseries/landscape contractors, irrigation of livestock and propagation beds, and irrigation with reclaimed water as permitted by law.
B. 
No person shall allow water to run off landscape areas onto adjacent property, adjoining streets, sidewalks, or other paved areas due to incorrectly directed or maintained sprinklers or excessive watering.
C. 
Any water used for the purposes of earthwork, grading, road construction or required dust/debris control shall be recycled or reclaimed water when reasonably available. When recycled or reclaimed water is not reasonably available, potable water shall be used or applied at the minimum volume needed to obtain the necessary results. Potable water shall only be applied to those areas requiring water, and shall not be applied in a way that migrates off of the area where the use or application is intended, affects adjacent areas, or causes ponding.
D. 
Lawn watering and landscape irrigation using potable water shall only be permitted two days per week, regardless of application method.
E. 
No irrigation, sprinklers, fountains, or other features that spray water above ground shall be operated when winds are so high as to create water drifting or wasting.
F. 
Watering or irrigating any landscaping within 48 hours of a rainfall event measuring one-tenth of an inch or greater over a 24 hour period is prohibited.

A. 
No person shall wash or permit the washing of buildings, facilities, equipment, autos, trucks, trailers, boats, airplanes and other types of mobile equipment except where a hand-held hose equipped with a positive shut-off nozzle for quick rinses is used. Whenever possible, such as when washing vehicles, a bucket wash is required.
B. 
Individual car washing at residential properties shall only be allowed when done in such a way that ensures wash and rinse water from car washing activities absorb into landscaping on the property of origination. Car washing shall not be done in any manner that causes runoff into or upon any street, drainage ditch, storm drain, flood control channel, or drainage leading to any local receiving water.
C. 
Washing of vehicles is permitted on the immediate premises of a commercial car wash.
D. 
All providers of commercial mobile car wash and detail services for compensation, wherein the service provider regularly moves from one location to another within the city limits, shall only service vehicles when the vehicle is parked on a mat or containment system that prevents discharge of process water to the ground and captures process water for reclamation and reuse in washing cars, or for disposal at a permitted facility that recycles water.
E. 
No person shall hose water or wash down sidewalks, driveways, parking areas, tennis courts, patios or other paved areas except to alleviate immediate fire, sanitation or health hazards.

A. 
No person shall use water from fire hydrants except authorized public safety personnel for fire fighting and public welfare activities.
B. 
No flushing of water mains shall be permitted except as necessary to protect the public health.
C. 
No restaurant, hotel, cafe, cafeteria or other public place where food is sold, served or offered for sale shall serve drinking water to any customer unless specifically requested by such a customer.
D. 
All hotels, motels, bed and breakfast establishments, and other guest rental accommodations shall provide customers the option of choosing not to have towels laundered daily. Each establishment shall prominently display notice of this option in each bathroom and sleeping room using clear easily understood language.

In addition to any criminal, civil or other legal remedy established by law that may be pursued to address violations of the municipal code, violations of the provisions of this chapter are subject to the administrative penalty provisions of Chapter 1.10.
