The provisions in this title are intended to implement the provisions of Division 2 of Title 7 of the Government Code of the state of California (the Subdivision Map Act). The regulations hereinafter set forth in this title shall be known as the subdivision ordinance. This title regulates the design and improvement of subdivisions and assures consistency with the city's land use goals, policies and objectives.

Except as specifically excluded by the Subdivision Map Act or this subdivision ordinance, the provisions of this title shall apply to any division of real property wholly or partially within the city and shall govern the filing, processing, approval, conditional approval, or disapproval of tentative, final and parcel map applications and any modifications thereof.

"Director."
For the purposes of this title, "director" refers to the planning director.
"Planning Commission."
All references to a "planning commission" mean the city council unless and until the city council creates and appoints a separate planning commission. Notwithstanding any other provision of this code, where the city council acts as the planning commission, its decisions are final and no further appeal is available.
"Tentative Map."
References to "tentative maps" include both vesting tentative maps and standard tentative maps, except for the provisions of Chapters 16.12 (Tentative Maps) and 16.20 (Vesting Tentative Maps) which apply respectively to each type of tentative map.
