The CN district is intended to provide for low intensity commercial activity emphasizing service to the residents in the surrounding neighborhoods. The district establishes standards which ensure that the types of uses and development pattern maintain compatibility with nearby and adjacent residential areas.

The following uses and structures are permitted in the CN district:
A. 
Expansion up to 500 square feet of existing buildings provided the expansion conforms to the provisions of Chapter 17.40;
B. 
Temporary construction or real estate signs associated with new development activity;
C. 
The following uses provided no new construction or expansion over 500 square feet is involved and the hours of operation are limited from seven a.m. to eleven p.m.:
1. 
Professional offices,
2. 
Residential services, including:
a. 
Cleaners/laundry,
b. 
Pharmacy,
c. 
Food market,
d. 
Mailing services,
e. 
Appliance repair,
f. 
Bakeries (no on-site seating),
g. 
Barber shops, beauty salons,
h. 
Banks, financial institutions,
i. 
Hardware and garden supply stores,
j. 
Photographic supplies and processing,
k. 
Book store,
l. 
Nurseries,
m. 
Photocopy services,
n. 
Stationery supplies,
o. 
Travel agencies,
p. 
Health club,
q. 
Dance studios,
r. 
Other uses determined by the planning director to be of a similar nature to uses permitted in this district,
3. 
Philanthropic, charitable or educational nonprofit activities which activities are permanent and occur within an enclosed building,
4. 
Governmental facilities;
D. 
Wireless telecommunications antennae and facilities (pursuant to the provisions of Chapter 17.46 and Section 17.62.040) that comply with the Most Restrictive Design Standards set forth in Section 17.46.070.

The following uses and structures are permitted subject to obtaining a minor conditional use permit:
A. 
Any use permitted by Section 17.26.020 in an existing commercial structure;
B. 
Businesses that operate between the hours of eleven p.m. to seven a.m.

The following uses may be permitted subject to obtaining a conditional use permit:
A. 
Any permitted use involving new construction or expansion over 500 square feet;
B. 
Restaurants, up to a maximum interior occupancy of 125 feet;
C. 
Utility facilities related to public projects;
D. 
Liquor stores;
E. 
Nursery schools, day care facilities;
F. 
Churches, temples and other places of worship;
G. 
Lighted sports courts;
H. 
Neighborhood recreation facilities for use by surrounding residents and operated by a nonprofit corporation or neighborhood association for noncommercial purposes;
I. 
Parks and playgrounds;
J. 
Veterinary hospitals;
K. 
Cultural and artistic uses, such as museums, galleries, performing arts studios;
L. 
Hand car washing and detailing;
M. 
Wireless telecommunications antennae and facilities (pursuant to the provisions of Chapter 17.46);
N. 
Self-storage facilities with the following regulations (in addition to Section 17.40.080):
1. 
Only one residential living unit shall be permitted on the site subject to the provisions of this section.
2. 
The residential living unit shall not exceed 1,200 square feet (excluding the garage area) and shall comply with the provisions of Chapter 17.40 as it relates to single-family residential construction.
3. 
The residential living unit shall be attached to the storage facility structure and shall be integrated into the structure's design.
4. 
The residential living unit shall be for low to moderate income housing only and shall be deed-restricted in a form acceptable to the city attorney.
5. 
A landscape plan shall be submitted to the planning director for approval that mitigates any visual impacts of the structures;
O. 
Emergency communication and service facilities;
P. 
Medical marijuana dispensaries and/or commercial cannabis retailer storefronts subject to the standards set forth in Section 17.66.120.

A. 
All new lots created in the CN district shall comply to the following criteria:
1. 
Minimum lot area: two acres.
2. 
Minimum lot width: 200 feet.
3. 
Minimum lot depth: 350 feet.
B. 
In addition to the regulations contained in this chapter, all uses in the CN district shall be subject to the applicable standards located in the following chapters:
Chapter 17.40: Property Development and Design Standards;
Chapter 17.48: Parking Requirements;
Chapter 17.52: Sign Standards;
Chapter 17.62: Development Permits;
Chapter 17.66: Conditional Use Permits;
Chapter 17.72: Variances;
Chapter 17.68: Temporary Use Permits;
Chapter 17.70: Demolition Permits.
