A. 
All traffic entering onto through streets must come to a stop before entering such streets.
B. 
Traffic on through streets must stop as required by traffic signs or signals, or at the direction of a peace officer, if present, and obey state law regarding right-of-way controls in their absence.
C. 
The manager may designate and regulate through streets, one-way streets, stop intersections, yield rights-of-way, right and left turns, and street closures.
D. 
The manager will recommend to the TC specific streets and intersections for amendment by the committee by either adding or deleting streets or intersections. A person may appeal a TC recommendation to the council which will approve the final street designation and regulation by resolution.
Except as otherwise provided by any other portion of the code, no person may place, park, deposit, or leave upon a street or other public way, sidewalk or curb an article, thing or material which in any way prevents, interrupts or obstructs the free passage of pedestrian or vehicular traffic, or obstructs a driver's view of traffic control signs and signals.
