A. 
It shall be unlawful to ride, operate, propel, or leave standing, whether attended or unattended, bicycles, skateboards, scooters, roller blades, roller skates, coasters, and toy vehicles or to participate in any exhibition of operating skills of those devices on any public or private property designated for public use when the property owner or person in lawful possession of the premises has posted a sign on the property prohibiting such use.
B. 
An appropriate sign of sufficient size to be visible to those entering the property, identifying the prohibited activity, and including a reference to this code shall be posted.
C. 
A sign in letters at least one and one-half inches high and at least three-eighths inches in width and in a color which contrasts with the background against which they appear, that is placed or positioned in full view of the entry to the area, or placed conspicuously within the area, visible from within the area where the devices are prohibited, and that is spaced at least every 60 feet along the area prohibited, shall constitute proper notice under this section.

A. 
Unless otherwise prohibited in this chapter, skateboard use is allowed in public skateboard parks.
B. 
It shall be unlawful, and punishable through administrative citation pursuant to Chapter 1.02 of the Goleta Municipal Code, for any person to engage in, or for any adult responsible for the supervision of a minor child to permit the minor child to engage in, any of the following activities prohibited by this section:
1. 
No person shall enter any public skateboard park for the purpose of riding or otherwise using a skateboard from dusk to dawn or when the public skateboard park is otherwise closed for operation.
2. 
No person shall enter any public skateboard park for the purpose of riding or otherwise using a skateboard without a helmet, elbow pads, and knee pads. (See also California Health and Safety Code Section 115800.)
3. 
No person shall use a motorized skateboard within any public skateboard park.
4. 
No person shall possess or be under the influence of alcohol, tobacco, cannabis, or any controlled substances at any public skateboard park.
5. 
No person shall erect or use any additional ramps, jumps, obstacles, or any other similar equipment than those which are already erected by the City at any public skateboard park, without the prior written approval of the City Manager.
6. 
No person shall apply any foreign substance, including wax, oil, or other similar material, either as a solid or liquid form, onto any curb, stair, railing, ramp, sidewalk, bench, or other abutment for the purpose of aiding any stunt, turn, or other acrobatic action while riding a skateboard, without the prior written approval of the City Manager.
7. 
No person shall use, operate, or strike a skateboard onto or upon the side of any building, fence, step, bench, table, play equipment, curb, rail, ramp, or similar object or structure in any public skateboard park.
C. 
The City Manager will provide notice regarding the requirements of this section to individuals using the skateboard park by use of signs that state the following:
1. 
“THIS SKATEBOARD PARK IS NOT SUPERVISED. SKATEBOARDING IS A HAZARDOUS RECREATIONAL ACTIVITY. ALL USERS VOLUNTARILY ASSUME THE RISK OF INJURY. THE GOLETA MUNICIPAL CODE REQUIRES PERSONS USING THIS SKATEBOARD PARK TO WEAR A HELMET, ELBOW PADS, AND KNEEPADS. FAILURE TO COMPLY IS UNLAWFUL.”
2. 
These signs must be posted in at least one conspicuous location, be made of durable material, and posted in a permanent manner.
D. 
For purposes of this section “public skateboard park(s)” means any park owned or operated by the City that is being operated for the purpose of offering a place where members of the public may use and operate skateboards, including, but not limited to, Jonny D. Wallis Neighborhood Park, unless otherwise specifically excluded from this designation by resolution of the City Council.
