Except as modified by the provisions of this chapter, the procedure for the leasing of real property belonging to the City contained in California Government Code Sections 37380 through 37396 is hereby adopted.

Notice of the adoption of a resolution or ordinance declaring the City’s intention to lease real property owned by the City and of the time and place of the holding of a public hearing to consider any proposal to lease real property from the City shall be published in a newspaper of general circulation in accordance with California Government Code Section 6066, and shall be mailed to any person requesting special notice, and to all owners of land adjoining the property. Proposed leases of 55 years or less may be adopted by resolution; those exceeding 55 years but not exceeding 99 years shall be adopted by ordinance.

The City may grant or otherwise convey an easement, license, or permit for the use of any real property of the City to the state, or to any county, city, district, or public agency or corporation, or to any public utility corporation in the manner and upon the terms and conditions as it determines or prescribes, provided that the proposed conveyance is in the public interest and that the interest in land conveyed will not substantially conflict or interfere with the use of the property by the City.
