A. 
The EAC shall consist of five members, with three members appointed by the Mayor with the advice and consent of City Council and two members appointed by City Council.
B. 
The Mayor may appoint, with the advice and consent of City Council, up to two alternate members (a first alternate and a second alternate), to be activated by the EAC in the event of an absence or conflict on the part of a member. Alternate members shall serve a three-year term. Alternate members may serve concurrently as an associate member.
C. 
By majority vote of the EAC, the EAC may appoint any number of unpaid, nonvoting associate members to assist the EAC in carrying out its mission. Associate members shall serve at the pleasure of the EAC, with renewable terms of one year.
D. 
The EAC shall meet at least quarterly.
E. 
The EAC shall comply with all provisions of Environmental Advisory Council law (53 Pa.C.S.A. § 2321 et seq.), as may be amended; all provisions of the Pennsylvania Sunshine Act (65 Pa.C.S.A. § 701 et seq.), as may be amended; and all provisions of City Code which are applicable to all other City boards, commissions, and authorities, as may be amended.
