Any person violating any provision or failing to comply with any requirement of this code or of the ordinances of the city is guilty of a misdemeanor, unless provision is otherwise herein made.
If any person is arrested for a violation of this code or of the ordinances of the city, and such person does not demand to be taken before a magistrate, the arresting officer may issue a citation in the manner prescribed in Chapter 5C (commencing with Section 853.5) of Title 3, Part 2 of the Penal Code of the state.
