The department of administrative services and the office of director of administrative services are created and established. The director of administrative services shall be the head of the department and shall have administrative supervision and control of business services, information technologies, fleet maintenance, and facilities maintenance division operations in this department, as an entirely separate and distinct entity from all other departments.

The office of director of administrative services shall be appointive. Such person shall be appointed by the city manager.

The director of administrative services shall be qualified by sufficient technical training, skill and experience to be proficient in the office. The director of administrative services shall show evidence of executive and administrative ability.
Residence in the city shall not be deemed a necessary qualification for the appointment to the office.

The director of administrative services shall have the power and is required to do the following:
A. 
Have charge of administration of business services, information technologies, fleet maintenance, and facilities maintenance operations of the city, under the direction of the city manager;
B. 
Prepare, administer and control the department's annual budget;
C. 
Negotiate, administer, and control leasing of city property;
D. 
Supervise and be responsible for maintenance and repair of the city's vehicles and related equipment;
E. 
Supervise and be responsible for maintenance, integration, and upgrading of the city's computer networks and related automation systems;
F. 
Supervise and be responsible for the voice and data telecommunications for the city.
G. 
Supervise and be responsible for printing and reproduction services for all city departments;
H. 
Supervise and be responsible for the receiving, processing, distribution and mailing of U.S. Mail and the city's internal mail;
I. 
Supervise and be responsible for the cleanliness, upkeep, maintenance and repair of all city facilities structures;
J. 
Perform such other functions as the city manager may specify or as may be prescribed by action of the city council.
