Applications for work permits shall be filed with the police department, shall be under oath, and shall contain all information deemed necessary by the city manager to determine whether the permit should be issued or denied, including, in every case, a full set of fingerprints.
Each application under this chapter shall be submitted to the chief of police and other appropriate departments of the city for investigation. Within twenty days after the receipt of such application, the chief of police or other department head shall file with the city manager a report in writing concerning the result of his investigation. Within five days after receipt of the report, the city manager shall approve or deny said application. If said application is approved by the city manager, a work permit shall be issued. If said application is denied by the city manager, the city manager shall make available to the applicant, upon request, a written statement of the grounds upon which the denial is based. An appeal may be taken to the city council by the applicant pursuant to the procedure set forth in Sections
5.12.040 through
5.12.090 of this code.
