The official city base or plane of reference for elevations in the city is fixed at the mean sea level as established by the United States Coast and Geodetic Survey.

All official elevations established in this city shall be described with reference to their elevations as compared with the official base in feet and decimal parts of a foot.

The top of a brass pin one inch in diameter, set in a concrete monument at the most northerly corner of Wildemere Park, being also at the intersection of the east line of Highland Avenue with the west line of Prescott Avenue in the city, is declared to be the primal bench mark.
The elevation of the primal bench mark is four hundred thirty-five and sixty-three hundredths feet above the city base.
This pin is nine feet due south of the south corner of the ornamental lamppost at the north point of the park.
