The official city base or plane of reference for elevations in the city is fixed at the mean sea level as established by the United States Coast and Geodetic Survey.

The top of a brass pin one inch in diameter, set in a concrete monument at the most northerly corner of Wildemere Park, being also at the intersection of the east line of Highland Avenue with the west line of Prescott Avenue in the city, is declared to be the primal bench mark.
The elevation of the primal bench mark is four hundred thirty-five and sixty-three hundredths feet above the city base.
This pin is nine feet due south of the south corner of the ornamental lamppost at the north point of the park.

The violation of any provision of this title, with the exception of Chapter 12.35, is deemed to be a public nuisance and may be abated in accordance with Chapter 1.16 of this code.
