A.
An applicant for a full package liquor license shall be in compliance with all provisions of the State of Missouri Liquor Control Law, this Chapter of the Overland City Code and upon approval by the City Council may be issued a license giving the licensee the right to sell intoxication liquor or malt liquor as defined in this Chapter.
B.
Full Package Liquor License Requirements. No full package liquor license for the sale of intoxicating liquor in the original package not to be consumed upon the premises where sold ("Class A," subclasses A-C, A-F and A-S) shall be issued except to a person engaged in and to be used in connection with the operation of one (1) or more of the following businesses: a convenience store or a supermarket as defined herein, including neighborhood markets; nor shall any person engaged in the above named occupations be given a license for original package goods sales as herein defined who does not have and continuously keep in his/her store a stock of goods having a value according to invoices of at least one thousand dollars($1,000.00), exclusive of fixtures and intoxicating liquors. Any other package liquor license other than a full package liquor license obtained by a licensee is not subject to the requirements in this Section.
