The following words and phrases, whenever used in this part, shall be defined as follows:
"Handbill "
means any printed or written matter, any sample or device, dodger, circular, leaflet, pamphlet, newspaper, magazine, paper booklet, donation bag or receptacle or any other printed or otherwise reproduced original or copies of any matter or literature, not expressly requested by the occupant, excepting, however, books and magazines constituting directories or informational materials printed as a public service and distributed not more than once every six months, such as telephone directories.
"Occupant"
means any person occupying any premises as owner or tenant. In case of multiple occupancy, that portion of the premises shared in common by the occupants shall be deemed occupied by the owner or lessor of the premises.
"Private premises"
means any dwelling, house, building, or other structure, designed or used either wholly or in part for private residential purposes, whether inhabited or temporarily or continuously uninhabited or vacant, and shall include any yard, grounds, walk, driveway, porch, steps, vestibule, or mailbox belonging or appurtenant to such dwelling, house, building or other structure.

The provisions of this chapter shall not be deemed to apply to the distribution of mail by the United States, nor to the distribution of handbills on premises otherwise expressly permitted by law.

No person shall distribute, deposit, place, throw, scatter or cast any handbill in or upon any public street, right-of-way, or other public property.

No person shall deposit, place, throw, scatter or cast any handbill upon any undeveloped lot or other undeveloped parcel of private property without the express written permission of the owner thereof.

No person shall deposit or place any handbill on any premises when any occupant thereof has notified the person or entity producing the handbill, in writing and within the previous six months, that the occupant does not wish delivery of the same. The person or entity producing the handbill shall maintain a written list, of the names of persons, and their addresses, not wishing to receive such handbills.
