All solid waste collected by a collector shall be disposed of by the collector in accordance with all applicable federal, state and local laws and regulations and the controlling collection permit or collection agreement.

Unless otherwise approved by the city council, collection of solid waste, recyclables, and organic waste shall take place no less than once each calendar week, on the same day of the week. The authorized collector shall collect all solid waste, recyclables, or organic waste placed for collection in compliance with this chapter from each residential premises in accordance with a schedule which has been approved by the city. The schedule shall identify the routes and days of pick up for each collection district established within the city.

Subject to the prior approval of the city, and to the terms and conditions of the collection agreement, the authorized collector shall provide standard residential solid waste, recyclables, and organic waste containers to each residential householder. No cardboard box, paper or plastic bag, or other similarly fragile container, may be used as a container for solid waste, recyclables, or organic waste. Except as expressly provided otherwise herein, upon the commencement of automated collection in the city, only containers provided by the authorized collector may be used for residential solid waste, recyclables, or organic waste.

Every residential householder shall place each solid waste, recyclables, and organic waste container for collection at the curb in front of the premises, or at the curb at the side of the premises where the premises are adjacent to more than one street. No person shall place any such container for collection earlier than sunset of the day preceding the day designated for collection, and all containers and receptacles shall be removed from the place of collection prior to 10:00 p.m. of the day the containers have been emptied. Such containers shall be removed to a storage location, which is not visible from any public right-of-way, excluding alleys.

The authorized collector shall provide, upon request from a residential householder, special collection of solid waste, collection of bulky waste (including, but not limited to, white goods and green waste that does not fit into a standard residential green waste container, including stumps or branches exceeding three inches in diameter or three feet in length), and collection of special items at such rates as may be established by the authorized collector and authorized by the city and at such times as may be agreed upon by the authorized collector and the person requesting the service. If no agreement is reached, such special collections shall be provided as determined by the city. Such special collection may include carry-out service, or any other service beyond that required by this chapter or the applicable collection agreement.

Any residential householder receiving temporary service for collection of special items shall obtain an encroachment permit from the city prior to having any container for special items placed in a public right-of-way. Proof of such encroachment permit shall be provided to any collector prior to receipt of the special items container.

Single-family organic waste generators shall comply with the following requirements:

Shall subscribe to the city's organic waste collection services for all organic waste generated as described below in (A)(2). The city shall have the right to review the number and size of a generator's containers to evaluate adequacy of capacity provided for each type of collection service for proper separation of materials and containment of materials; and single-family generators shall adjust its service level for its collection services as requested by the city. Generators may additionally manage their organic waste by preventing or reducing their organic waste, managing organic waste through backyard residential composting, and/or using a community composting site.
2. 
Shall participate in the city's organic waste collection service(s) by placing designated materials in designated containers in accordance with Section 13.28.330.
B. 
The city may choose to comply with Section 13.28.560 instead of this Section 13.28.550.

A. 
Single-Family Organic Waste Generators.
1. 
Shall be automatically enrolled in the city's integrated waste collection services in accordance with Section 13.28.290 with a minimum service level approved by the public works director or his/her designee. The city shall have the authority to change the minimum required levels of service over time. The city shall have the right to review the number, size, and location of a generator's containers to evaluate adequacy of capacity provided for each type of collection service for proper separation of materials and containment of materials; and generators shall adjust its service level for its collection services as requested by the city.
2. 
Shall participate in the city's three-container system for source separated blue container recyclable materials, source separated green container organic materials, and gray container waste collection services. Generator participation in the collection programs requires that generators place source separated green container organic waste, including food waste, in the green container; source separated recyclable materials in the blue container; and gray container waste in the gray container. Generators shall not place materials designated for the gray container into the green container or blue container, nor place materials designated for the green container or blue container into the gray container.
3. 
Nothing in this section prohibits a generator from preventing or reducing waste generation, managing organic waste through backyard residential composting, and/or using a community composting site.
B. 
The city may choose to comply with Section 13.28.550 instead of this Section 13.28.560.
