A. 
License required. No person, firm or corporation shall in any manner, directly or indirectly, upon any premises or by any device sell, exchange, barter, dispose of, or give away or keep for sale any cigarette, cigarette paper or cigarette wrappers, or any substitute therefor, without first obtaining a license as hereinafter provided.
B. 
Application for license; fee. Every person, firm or corporation desiring a license under this section shall file with the Clerk-Treasurer a written application therefor, stating the name of the person and the place for which such license is desired. Each license shall be filed by the Clerk-Treasurer and shall name the licensee and the place wherein he is authorized to conduct such business, and the same shall not be delivered until the applicant shall pay to the Clerk-Treasurer a license fee in an amount as set from time to time by the Common Council.
C. 
Issuance and term of license. Licenses for the sale, exchange, barter, disposition of, or giving away or keeping for sale of cigarettes, cigarette paper or cigarette wrappers or any substitute therefor shall be issued by the Clerk-Treasurer. Each license shall be issued on the first day of July in each year, or thereafter whenever applied for, and shall continue in force from date of issuance until the succeeding June 30th, unless sooner revoked for any violation of this section.
D. 
Restriction on sale or gift of cigarettes or tobacco products. The City of Neillsville hereby adopts § 134.66, Wis. Stats., in its entirety.
E. 
Restrictions on purchase of cigarettes or tobacco products by minors. The City of Neillsville hereby adopts § 254.92, Wis. Stats., in its entirety.

A. 
Application. Application for a soda water beverage license shall be made in writing to the City Clerk-Treasurer on forms to be provided by him/her, which application shall be properly signed and sworn to before a notary public or other official authorized to administer oaths. The application shall designate the specific premises for which the license is sought and shall be referred by the City Clerk-Treasurer to the Common Council.
B. 
Fees. The license fee for a soda water beverage license shall be $5.
C. 
Expiration. The license issued under the provisions of this section shall expire on the thirtieth day of June following the date of issuance.
D. 
Removal of business. In case of the removal within the license period of the place of business from the premises designated in the license to another location within the City, the licensee shall give notice of such change of location, and the license shall be amended accordingly without payment of an additional fee. No such license, however, shall be transferable from one person to another.
