A. 
There is created in the county the office which shall be known and designated as that of "county administrator."
B. 
The position of county administrator shall be filled by appointment by the board of supervisors, at a salary to be set by the board.
C. 
No member of the board of supervisors of the county, during the term for which he has been elected or appointed or for one year thereafter, shall be eligible for appointment as county administrator.

A. 
The county administrator shall be, and is, appointed as:
1. 
The clerk of the board of supervisors of Inyo County;
2. 
The Inyo County purchasing agent;
3. 
The personnel director.
The county administrator shall have the authority and duties prescribed by law and as set forth in the Inyo County Code for the functions set forth above.
B. 
The county administrator shall supervise, manage, control and direct the following activities within the county:
1. 
Information systems;
2. 
Risk management.
C. 
No separate or additional compensation or benefits shall be provided to the county administrator for performing the functions and supervising, managing, controlling and directing the activities identified in subsections A and B of this section. The compensation set by the board of supervisors for the county administrator, including salary and all fringe benefits, include the compensation to the county administrator for performing the functions and supervising, managing, controlling and directing the activities identified in subsections A and B of this section.

The county administrator shall supervise, for the board of supervisors, the administration of all departments, districts, institutions, services, commissions and personnel of the county over which the board has responsibility and control. In addition, the county administrator shall act as the administrative officer for the board to enforce all rules, regulations and ordinances which it has the power to apply to departments, districts, institutions, commissions, services and personnel, elective and appointive.

The county administrator shall have the following powers, duties and responsibilities:
A. 
To recommend an annual county budget and to exercise continuous budgetary control, as set forth in Section 2.08.040;
B. 
To require reports of departmental activities when necessary to the accomplishment of his duties;
C. 
To recommend desirable rearrangements of departments and functions, and to recommend improved forms and procedures;
D. 
To represent the county in its intergovernmental relationships when so authorized by the board of supervisors;
E. 
To conduct research into administrative practices;
F. 
To recommend a long term plan of capital improvements, with accompanying financial plans for their accomplishments;
G. 
To direct such central administrative services as may be found to be desirable, including the maintenance of buildings and grounds, the maintenance and control of transportation, the maintenance of central office services, including personnel and equipment;
H. 
To supervise and direct the purchase of certain property, equipment and supplies as directed by the board of supervisors;
I. 
To perform such other duties as he may be directed or authorized to perform by the board of supervisors; provided however, that no provision of this chapter shall be deemed to grant any power to, or impose any duty upon the county administrator which is in conflict with any power or duty vested by law in any other department, district, institution, board, commission or personnel of the county;
J. 
To administer the general policies of the board of supervisors, and shall employ such assistants and employees as he deems necessary, subject to the approval of the board of supervisors.

In order that the county administrator may perform his duties as set forth in Section 2.08.030, the board of supervisors directs:
A. 
Each official, board, commission or person who is or which is the administrative head of each department, district, commission, institution or service of the county, for which or for whom the board of supervisors of the county is required by law to adopt an annual budget, shall prepare and file with the county auditor, in duplicate, the estimate in writing of the probable requirements of each in detail for the next succeeding fiscal year, including a schedule of employment positions and compensation showing any increases or decreases requested over the preceding fiscal year, and the number of such positions and rates of compensation therefor, and showing the necessities of said department or officer to be provided for in the annual budget.
B. 
Upon receipt of such written estimates, the county auditor shall file one copy thereof with the county administrator. The county administrator, upon receipt of such estimates, shall immediately proceed to examine the same and make such investigations and studies in regard thereto as he deems necessary, and to hold departmental hearings on the budget estimates and to examine such estimates, which hearings and examinations shall be concluded by the county administrator and his decision reached prior to the commencement of departmental hearings by the board of supervisors, and to submit to the board of supervisors his recommendations.
C. 
The county administrator shall administer the budget and shall, within ten days after the receipt thereof, review all requests for appropriation transfers and none shall be approved or disapproved by the board of supervisors until he makes a recommendation to the board. He shall supervise expenditures of all offices, departments and institutions, elective and appointive. He shall review all proposed expenditures for capital outlay or replacement to determine their necessity, and shall recommend such revisions as may be deemed appropriate; however, the person requesting the expenditure may bring the matter before the board of supervisors for review. The county administrator may recommend to the board the establishment of a budgetary allotment system and such other expenditure controls that he believes to be necessary or desirable.
D. 
To coordinate the administration of all departments, services, institutions or districts under his supervision, and to accomplish said purpose the county administrator is given the power and authority, pursuant to orders of the board of supervisors, to transfer equipment, machinery, furnishings or supplies from one department, service, institution or district to another; to make recommendations to the board of supervisors for the temporary transfer of each personnel as in his judgment is necessary from time to time to enable the respective departments, services, institutions or districts to perform their functions or accomplish their work with the greatest efficiency.
E. 
To recommend to the board of supervisors the creation or abolition of positions in any of the departments, services, institutions or districts of the county. The board of supervisors declares it to be the policy of the board that no new positions be created or filled in any fiscal year after the adoption of the final budget, except such as may be made necessary by unforeseen or unanticipated emergencies; and further, that no new positions shall be created or filled in any of the departments, services, institutions or districts of the county, without the recommendation thereon of the county administrator.

The county administrator may call upon any department, board, commission, district or person under his supervision to perform any service with such officer or employee as is legally required or authorized to be performed, in carrying out any of the powers and duties vested in the county administrator by this chapter.

Any official, board, commission or person who is or which is the administrative head of any department, who is dissatisfied with any decision of the county administrator that affects such office, department, board, commission, district or person, may appeal to the board of supervisors after submitting a written statement to the county administrator of his intention to do so and the general reasons therefor. The decision of the board shall be final.
