There is created for the county of Inyo a planning department.

The planning department shall furnish the following services:
A.
Provision of planning services to the planning commission;
B.
Enforcement of the zoning ordinance;
C.
Receipt and processing of land division applications;
D.
Assistance to planning commission and other departments in complying with environmental laws;
E.
Such other services as may from time to time be assigned to the department by the board of supervisors or county administrative officer.

A.
The director of planning shall be the administrative head of the planning department and shall be a person qualified by training, experience and demonstrated ability to manage the affairs of the planning department.
B.
The director shall be appointed by a majority of the board of supervisors at any regular meeting of the board of supervisors.
C.
The director shall have sole supervision and jurisdiction over personnel engaged in departmental work.
D.
The director shall report directly to the county administrative officer in all administrative matters.
