A. 
The provisions of this title prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a law enforcement officer or official traffic control device.
B. 
The provisions of this title imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the Vehicle Code or an ordinance or resolution of this county prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

A. 
Subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen inches of the left-hand curb facing in the direction of traffic movement upon any one-way street unless signs or curb markings as described in Section 10.40.060 are in place prohibiting such stopping or standing.
B. 
In the event a street or road includes two or more separate roadways, no person shall stand or park a vehicle upon or adjacent to the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.
C. 
The road commissioner is authorized, upon the basis of a traffic engineering investigation, to prohibit standing or parking upon the left-hand side of any one-way street or when standing or parking may be permitted upon or adjacent to the roadway of a street or road having two or more separate roadways and to place signs, pavement markings or curb markings as described in Section 10.40.060 on such streets or roads giving notice thereof.
D. 
Whenever the road commissioner, upon the basis of a traffic engineering investigation, finds that the conditions because of which standing or parking were either prohibited or permitted, as provided in subsection C of this section, no longer exist, he shall remove such signs, pavement markings or curb markings from streets or roads or portions thereof.

A. 
The road commissioner is authorized, upon the basis of a traffic engineering investigation, to place signs or curb markings as described in Section 10.40.060 indicating no parking upon one side of a street or road when the width of the roadway and shoulders does not exceed forty feet.
B. 
Whenever the road commissioner determines upon the basis of a traffic engineering investigation that the traffic congestion or traffic hazard because of which parking was prohibited as provided in subsection A of this section, no longer exists, he shall remove such signs or curb markings from streets or roads or portions thereof.

A. 
The road commissioner is authorized, upon the basis of a traffic engineering investigation, to place signs or curb markings described in Section 10.40.060 indicating no parking upon either side of any street or road adjacent to any school property when such parking would interfere with traffic or create a hazardous situation.
B. 
Whenever the road commissioner determines upon the basis of a traffic engineering investigation that the conditions because of which parking was prohibited as provided in subsection A of this section, no longer exist, he shall remove such signs and curb markings.

A. 
The road commissioner is authorized to prohibit stopping, standing or parking and to place signs or curb markings as described in Section 10.40.060 at any of the following locations when such prohibition as indicated by a traffic engineering investigation will alleviate dangerous hazardous conditions, facilitate the full use of the roadway or serve the convenience of the public:
1. 
At any place within one hundred feet of the intersection of two or more streets or roads;
2. 
At any place within twenty-five feet of a railroad crossing;
3. 
Adjacent to either side of a crosswalk or driveway entrance for a distance not to exceed thirty feet from either side of such crosswalk or driveway;
4. 
Adjacent to any fire hydrant when it has been determined that stopping, standing or parking of any vehicle, whether attended or unattended, would present some special hazard or would prevent ready access to the fire hydrant;
5. 
At any place in connection with a street or road vehicular parking layout plan;
6. 
On either side of a street or road in those areas where any street or road has been cleared of snow and the width of the roadway is restricted by reason of snow condition;
7. 
Adjacent to either side of a bridge or structure crossing a watercourse for a distance not to exceed two hundred feet from either side of such bridge or structure crossing a watercourse.
B. 
Whenever the road commissioner determines upon the basis of a traffic engineering investigation that the conditions because of which stopping, standing or parking was prohibited as authorized in subsection A of this section, no longer exist, he shall remove such signs and curb markings from such portions of streets or roads.

A. 
Whenever the board determines upon the basis of a traffic engineering investigation that it is necessary to prohibit stopping, standing or parking of vehicles on certain streets or roads or portions thereof at all or certain hours of the day in order to facilitate the movement of traffic or to eliminate hazardous conditions, the board shall by resolution direct the road commissioner to place appropriate signs or curb markings as designated in Section 10.40.060 on such streets or roads or portions thereof.
B. 
Whenever the board finds upon the basis of a traffic engineering investigation that the conditions because of which it was necessary to prohibit the stopping, standing or parking of vehicles at all or certain hours of the day as provided in subsection A of this section, no longer exist, the board shall by resolution direct the road commissioner to remove such signs and curb markings from such streets or roads or portions thereof.

Whenever the road commissioner determines that traffic congestion or traffic hazard of an emergency nature is likely to result from the operation, stopping, standing or parking of vehicles during the holding of public or private assemblages, gatherings or functions, or during the construction, alteration, repair or improvement of any street or road, or for any other reason, he or she may place or cause to be placed temporary signs prohibiting the stopping, standing or parking of vehicles during the existence of such emergency.

No person shall park a vehicle upon any street or road for the principal purpose of:
A. 
Displaying such vehicle for sale;
B. 
Using such vehicle to support a sign.
C. 
Repairing, greasing or constructing any vehicle or any part thereof, except temporary emergency repairs may be made upon a road or street.

No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any road, street or alley for more than a consecutive period of two hundred forty hours, except as may be specifically allowed by resolution of the board of supervisors. Any vehicle parked in violation of this section is subject to removal pursuant to Vehicle Code Section 22651(k) or a successor statute.

A. 
Notwithstanding Section 10.36.090 of this code, no person who owns or has possession, custody or control of any vehicle shall park such vehicle on any road or street designated in subsection C of this section within one hundred feet of its intersection with Highway 395, for more than four consecutive hours between the hours of eight a.m. and six p.m., and shall not thereafter park again on the same one hundred foot portion of that road or street until after six p.m. that same day.
B. 
Notwithstanding Section 10.36.090 of this code, no person who owns or has possession, custody or control of any vehicle of seven feet or more in height (including a load thereon) shall park such vehicle on any road or street designated in subsection C of this section within one hundred feet of its intersection with Highway 395, between the hours of eight a.m. and six p.m.
C. 
The parking restrictions set forth in subsections A and B of this section shall be applicable to the following roads or streets located in the unincorporated area of Inyo County:
1. 
West Post Street;
2. 
East Post Street;
3. 
Whitney Portal Road;
4. 
West Willow Street;
5. 
East Willow Street;
6. 
Such other streets or roads as may be designated from time to time by resolution of the board of supervisors.
D. 
Any vehicle parked in violation of this section is subject to removal pursuant to Vehicle Code Section 22651(k) or a successor statute.

A. 
Notwithstanding Section 10.36.090 of this code, commercial vehicles having a manufacturer's gross vehicle weight rating of ten thousand pounds or more are prohibited from parking on any of the following streets or roads within a residential district between the hours of two a.m. and six a.m.:
1. 
West Park Street from the intersection of Edwards to the intersection of South Washington Street;
2. 
South Washington Street from the intersection of West Park Street to the intersection of West Citrus Street;
3. 
Such other streets or roads as may be designated from time to time by resolution of the board of supervisors.
B. 
Any vehicle parked in violation of this section is subject to removal pursuant to Vehicle Code Section 22651(k) or a successor statute.
