A. 
Three affirmative votes of members of the City Council are required to appoint an individual to a City board, commission or committee for a full term or unexpired portion of a vacated term. Beginning in January 2015, the elected Mayor will make recommendations for appointments with Council confirming the appointments.
B. 
On or before December 31st of each year, the City Clerk shall prepare and post an appointments list of all regular and ongoing boards, commissions and committees which are appointed by the City Council as required by law.
C. 
Whenever a vacancy occurs, the City Clerk shall post and publish a notice. Final appointment shall not be made for at least 10 days after the posting of notice.

A. 
Persons appointed to a City board, commission or committee serve at the pleasure of the City Council.
B. 
All commissions with the exception of the Youth Commission shall have three-year staggered terms of office. The Youth Commission shall have a one-year term of office.
C. 
All commissions, with the exception of the Youth Commission shall have term limits of two consecutive full terms of office. After reaching the term limit, a person must sit out one appointment cycle before reapplying to the same City commission. Upon terming out of one commission, a person may apply for a different City commission.
D. 
Commissioners may not serve on more than one commission at a time. Sitting commissioners may apply for vacancies on other commissions, and if so appointed, their prior commission appointment shall automatically terminate.
E. 
A board, commission, or committee member's term shall be automatically terminated, with or without cause, upon the happening of one or more of the following:
1. 
The member is absent from three consecutive, regular meetings held by the member's agency;
2. 
A motion is adopted by the affirmative votes of no less than three Council Members declaring the member's term to be terminated.
F. 
Commission seats, for scheduled term expirations, shall not be deemed vacated until a successor is appointed and seated.

The City Council may by resolution compensate board, commission or committee members in accordance with applicable law for expenses reasonably and necessarily incurred in the performance of official duties.

Each agency may adopt such rules and regulations as are required for their occupation and which are consistent with the provisions of this Code.
A. 
Each board, commission or committee established by the City Council is authorized to adopt its own rules and regulations to assist in the conduct of their business, so long as such rules and regulations are consistent with the provisions of this Code and City Council policies.
B. 
Each board, commission or committee established by the City Council shall adopt a resolution setting forth the hour, day of the month and location of its regular meetings.
C. 
Each board, commission or committee shall prepare a work plan and present an annual report to the City Council.

The City Council shall provide the funds, equipment and accommodations necessary for the work of each agency.
Each agency shall keep a record of the resolutions, transactions, findings and determinations made, which shall be filed with the City Clerk and maintained as a public record.
