A. 
The Youth Commission shall consist of up to nine voting members, all residents of the City of Encinitas. In the event of a vacancy, the position will remain unfilled until the next annual recruitment unless the membership falls below a quorum, at which time a recruitment will occur. Youth Commission composition shall include:

Representatives from school grades 7 through 12.
B. 
Term of Service. Youth Commission voting members shall be appointed by City Council and serve a one-year term.

Members are automatically removed from the Commission if the member is absent from three consecutive regular meetings conducted during the months of July 1st through June 30th of each year.

The Commission may appoint project advisors to assist in the research, planning, development and presentation of specific projects as may be defined in a City Council-approved work plan.

A. 
A quorum for the purpose of conducting business shall be determined based upon the number of Youth Commissioners appointed.
B. 
Meetings shall be held at least once each month and at a time and place as designated by the Commission and pursuant to the Ralph M. Brown Act.
C. 
The Youth Commission shall elect a chairperson and vice chairperson from among its voting members for one-year terms.

Duties include:
A. 
Development of annual work plan and presentation to City Council.
B. 
Review and update from time to time, as necessary, the youth/teen master plan.
C. 
Advise City Council on matters regarding youth and teen services, programs, and cooperation with other public and private agencies.
D. 
As necessary, appointment of an ad hoc subcommittee among its members to help achieve elements of their approved work plan.
E. 
Appointment of an elementary school age subcommittee to help address issues and programs for elementary age youth, as may be related to the Commission's approved work plan.
F. 
Implementation of City Council directives.
