A. 
It is the purpose of this chapter to establish the employment status of persons with a reserve appointment to a position within the City.
B. 
A reserve appointment conveys terms and conditions of employment other than those conveyed by a regular appointment.

A. 
A person with a reserve appointment to a position within the City shall receive a salary recommended by the appointing authority and fixed by the City Manager within the range established by resolution of the City Council.
B. 
Movement within the salary range shall be based upon performance.

The terms and conditions of employment of a person with a reserve appointment to a position shall be specified by the appointing authority in letter of reserve appointment.
