The definition of words and phrases contained in the Vehicle Code of the State of California are deemed to apply to such words and phrases as used in this title unless a broader meaning is ascribed in this title.

"Bicycle" has the same meaning as in California Vehicle Code Section 231, as may be amended from time to time.

A "business activity district" is that portion of a highway and the property contiguous thereto that includes central or neighborhood downtowns, urban villages, or zoning designations that prioritize commercial land uses at the downtown or neighborhood scale and meets at least three of the following requirements in subsections (1) to (4), inclusive:
1. 
No less than 50% of the contiguous property fronting the highway consists of retail or dining commercial uses, including outdoor dining, that open directly onto sidewalks adjacent to the highway.
2. 
Parking, including parallel, diagonal, or perpendicular spaces located alongside the highway.
3. 
Traffic control signals or stop signs regulating traffic flow on the highway, located at intervals of no more than 600 feet.
4. 
Marked crosswalks not controlled by a traffic control device.
"Business District" shall include all of the following named streets and portions thereof:

South Coast Highway 101 between D Street and J Street.

"Central Business District" shall include all of the following named streets and portions thereof:
1. 
First Street between Encinitas Boulevard and "K" Street.
2. 
Second Street between "C" Street and "K" Street.
3. 
"D" Street between Third Street and Vulcan Avenue.
4. 
"E" Street between Third Street and Vulcan Avenue.
5. 
"F" Street between Third Street and First Street.
6. 
"G" Street between Third Street and First Street.
7. 
"H" Street between Third Street and First Street.
8. 
"I" Street between Third Street and First Street.
9. 
"J" Street between Third Street and First Street.
10. 
"K" Street between Third Street and First Street.

"Highway" means a way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. Highway includes street.

"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

"Pedestrian" means any person afoot or who is using a means of conveyance propelled by human power other than a bicycle, or any person who is operating a self-propelled wheelchair, invalid tricycle, or motorized quadricycle and, by reason of physical disability, is otherwise unable to move about as a pedestrian.

A "residence district" is that portion of a highway and the property contiguous thereto, other than a business district, (1) upon one side of which highway, within a distance of a quarter of a mile, the contiguous property fronting thereon is occupied by 13 or more separate dwelling houses or business structures; or (2) upon both sides of which highway, collectively, within a distance of a quarter of a mile, the contiguous property fronting thereon is occupied by 16 or more separate dwelling houses or business structures. A residence district may be longer than one-quarter of a mile if the above ratio of separate dwelling houses or business structures to the length of the highway exists.

"Vehicle" means a device by which any person or property may be propelled, moved, or drawn upon a highway, except a device moved by human power or used exclusively upon stationary rails or tracks.
